How to connect gameboy advance?

I wanted to connect a gameboy advance emulator so I could use the tingle tuner in Wind Waker but I have no idea what gba emulator I need and how I set it up. I am running Dolphin 4.0-4250

It's currently not possible using ordinary versions of Dolphin (or even ordinary versions of Higan). You need to have modified versions of both. JMC47 and shuffle2 know how to do it (given that they both worked/tested it experimentally), but right now, afaik, the work isn't ready for release. Don't bother trying it with VBA-M though; that's a dead-end.

Even in the experimental build; it only worked for short bursts. Sorry; there's nothing that can be done about this for now.

Fwiw, it's not like there aren't people interested in working on it. I know I've been saying on these forums that I'd like to work on it eventually, but that might actually happen next year if I make enough progress on my end.
