Why are you using XAudio instead of DirectSound? Also, you could try DX9 backend.

Can you run this game full-speed (I see you're using 3.5-19XX and not the old build mentioned in your profile)?
If not then this is why the sound is "lagging"

With recent builds (the one you're using) you need to run games full-speed to get the sound to work properly. If you can't run games full-speed then the sound will stutter. Recent builds are more demanding. With your CPU you won't be able to run full-speed some games that you used to with old builds
