By the way if you are running Windows Vista or newer it's recommended to use the documents folder. Dolphin install directory should've been Program Files and a folder in documents that stores saves, config files, cache files i.e. any files that need to be written to or modified. Otherwise unless you run Dolphin as an admin the shader cache, saves, config and other cache files won't be able to be written unless you are storing the folder containing these in a directory outside of the Program Files directory. You'll find pc games and other applications use the documents folder for this purpose so there isn't really much sense in moving it.
