How to activate exclusive fullscreen mode?

Is there a way to activate this or it it part of the normal fullscreen option?

Make sure the Borderless Fullscreen option is unchecked on the Advanced tab of the graphics menu.

BTW, why does borderless fullscreen have better performance than exclusive one? I always thought making an application be in exclusive fullscreen mode would tell the system this program should have top priority...?

How are you measuring performance? According the description, borderless full screen should have worse performance and higher latency.

Several people wrote they were getting much better FPS with borderless enabled.
Actually, I just wanted to test again but I don't know how. My new PC plays all games I have at max speed. Disabling the Framelimiter makes all games run at exactly 200% O_o
