It would be good but you should look for one with an i5 4690k instead, haswell is 30% faster in dolphin according to dolphin benchmark. Building your own computer will be way more cost effective.

i3 4130 totally kill i5 3570k . You will have to push the i5 to 4.4GHz to be on par with the i3 . See Dolphin Benchmark
And btw , that PC is overpriced . You better build your own PC if you want the best performance for your budget
Integrated GPU like Intel HD 4000 is not a good idea for gaming . Zelda SS and SMG demand a decent GPU
