No, 50% is not even close. You'll get full speed with that cpu&gpu. Clock frequency doesn't indicate performance with newer generation processors. Mobile i7 720 @1.6ghz (turbo boost is at least 1.73 spread on 4 cores) equals most phenom x4 and core 2 quad desktop processors in performance. Turbo boost automatically makes the frequency on single threaded applications 2.8ghz and on dual core apps 2.6ghz.

Note to reader: Old processors with sub-2.0ghz frequencies aren't suitable for dolphin.
