How do you set ThrottleStop for Dolphin?

Anyway, it should be pretty darned simple - you basically just check the checkbox next to "Set multiplier", put the multiplier value to wherever you want it (larger value = faster & more heat), and then click the "Turn On" button. Do keep in mind that many laptops made in the last 5 or so years probably won't even gain any benefit by using ThrottleStop and may actually end up being GPU-bottlenecked before being CPU-bottlenecked (especially if they're using integrated graphics) - heck, in those GPU-bottlenecked situations, using ThrottleStop could actually hurt performance since it would cause increased heat that may subsequently cause the GPU to reduce its clockrate. (the easiest way to know if you're GPU-bottlenecked is by simply lowering the internal resolution to 1x and seeing if your framerate increases or stays the same - if it increases, then you are GPU-bottlenecked)
