How do I restore my save and settings after reinstalling windows?

I recently backed up the whole dolphin emulator directory and the GC games but I am confused of how to actually restore the whole thing and I tried looking all over the internet and found nothing

What Dolphin version are you using? If you're using 4.0 (not 4.0.x) then all your saves and settings will be in that directory.
You should be good to go.

If you use 4.0.2 or any of the recent dev builds then you'll want to read this.

So do I just run the dolphin .exe file from my external hard drive that I backed it up to?
