How do i make dolphin run faster

No. Honestly, you don't know how to find your specs and didn't know that a laptop CPU can't be changed, you probably shouldn't use this emulator until you get some computer knowledge. You're just going to run into more and more issues.

A laptop that runs Dolphin well is very expensive (if there is one), if you don't want a desktop computer you might want to check back in a few years when even laptops handle Dolphin easily. (Actually if you're only into Mario Kart: DD that game requires little power and can be run by decent laptops already)

If you chance the cpu emulated engine to JITIL it wil run faster but it wil be also more buggy.

That depends on the build. 64 bit builds usually run faster with JIT, 32 bit builds usually run faster with JITIL, however the difference is usually very small.
