Well you've got two main problems with your computer:
1. You're running Windows 10 in 32 bit mode. You're not going to be able to use the latest dev builds of Dolphin 5.0, which are the fastest and preferred versions of Dolphin you should be using. The only way to fix this is to reinstall Windows 10 as 64 bit. Your current Windows license is for 32 bit and 64 bit, so all you need to do is make sure you back up your files since this will erase your disk.
2. Your CPU is terrible for most things, but especially Dolphin, as the single core performance of that CPU is terrible. You need a new CPU, or stick to only playing lightweight games.
