Use Shift JIS if you're going to use it with Japanese games, and Windows-1252 if you're going to use it with non-Japanese games.

Dolphin creates one for you. But I'd suggest using GCI folders instead, they're better in pretty much every way.

Thanks. Dolphin is in my external hard drive so I want it to save the cards in my HDD and not in my local machine documents folder. How can I do that?

Create a file named portable.txt in the same folder as Dolphin.exe.
