You can't in 5.0 if that is what you are trying.

In the latest dev builds there's 4 GameCube controller slots and 4 Wiimotes. The setup for getting the Wiimotes to act the same on all computers is complicated, so don't expect it to work right off.

why cant i do that in the new build is it cause the dolphin devs hate the wii users or something

No, it's because Wiimote netplay simply had too many bugs back then. You can do it if you use the latest development build.
