Microsoft has changed the way exclusive fullscreen works, and it has brought various problems depending on the application. Most recently, the latest WDDM 2.4, first used in driver 397.31 in Windows 10 1803, broke the refresh rate override button (called Turbo Button) on the entire Asus ROG Swift monitor family. NVIDIA can't do anything about it, and has informed Microsoft, but I'm not holding my breath.
