I've purchased a WiiWare game and saved it to my SD card. The SD card now has a folder called "00000001" with subfolders "00000025" and "00000026".

How can I package them into a WAD or DOL so I can play it with Dolphin?

umm.. Those are IOS

Follow the instructions of this thread http://forums.dolphin-emu.org/thread-162.html to make a unencrypted nand dump. Then use a wad packer to pack the wiiware games and any other wad that you want
MB : MSI Z68A-GD80
CPU : Intel Core i7 2600k @ 3.4 GHz (stock clock)
Gfx : ATI Raedon HD 6850
Ram : 4 GB DDR3-1333
OS : Windows XP x86

Maybe one of the segher tools can pack wads

Try Showmiiwads: http://code.google.com/p/showmiiwads/

Switch it to Showmiinand mode, direct it to your nand dump, select a title and click "pack wad".

Thanks!

That's exactly what I did and I successfully created my WAD file. It shows up fine in Dolphin (2.0) but when I try to play it the screen goes black for a screen, and then Dolphin crashes.

Do I need to decrypt something or do something else? How can I tell why it's crashing? (other WADs and ISOs work just fine)

Check "Use panic handlers"

Same thing... there's no errors or pop-ups. It just crashes completely.
