The wiki says that Sunshine should be running at ~30 FPS with your computer, assuming you have something other than onboard graphics. It may be that you need a better GPU and/or CPU. Early generation i5 processors (<2500) usually have problems running several GC and Wii games, and onboard graphics usually don't work well with Dolphin. Your computer it looks like is just incapable of running the games you want it to at the speed you are pushing it to. Running at 10-15 FPS tells me that your computer could probably use some spring cleaning as well.
Sorry, but your pushing it trying to play Super Mario Sunshine on that computer. For maximum performance update your Dolphin emulator regularly and make sure that your computer isn't running anything in the background.
