How can I improve my fps?

My computer specs are:
Gateway NV57H44u Laptop
Intel Core i5-2430M
480 ssd
4gb ddr3 memory
64 bit
windows 7 home premium
Dolfin 4.0 using Super Mario sunshine, ATV Quad Power Racing 2, and 1080 Avalanche
and when I check task manager, Dolfin takes up 50% even though i set it to use all cores.
I enabled every option that boosts speed
FPS set to 60, usually get around 10-15 FPS
