Hi, i recently reformatted my computer and i seem to not be able to run dolphin as well as before. I was running everything at least 30fps+ and 100% speed, but now, im dipping if anything happens. In any game that has anything with an explosion or some kind of effect my fps goes down to 2 and sometimes even crashes the game. I dont know if i installed something wrong, or what, but i really cant play games like metroid or xenoblade with this kind of stuff going on every time i shoot or use a move. Any help would be greatly appreciated.

Im running a i5-2500 3.3ghz
Radeon hd 7850

Your CPU is too slow for the games you´re trying to play. Xenoblade and the Metroids are sort of demanding and demanding, respectively, so it´s pretty normal for you to get those speeds with your rig.

Anyway, light-weight games (like the Mario Party games) shouldn´t give you problems so check CPU and GPU temps to make sure they aren´t throttling.
Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.

Rig 2: Windows 10 Pro | Intel Core i7-2640M @ 780/2800/3500 MHz | Intel HD 3000 Mobile | 8GB RAM | Dell Latitude 6320.

WTF are you talking about, Xenoblade runs at more than full speed on an i7-920 @ 3.6GHz. Sandy Bridge is ~20% faster than Nehalem at same clock speed, so an i5-2500 should have no issue.

This sounds more like settings issues.

First post screenshots, then if nobody can help try resetting your settings.
To reset the settings, go to "My Documents\Dolphin Emulator" and delete "Config", "GameSettings", "Cache", and "ShaderCache", then retest. I think uninstalling Dolphin actually does not reset the settings, though I may be wrong. Keep in mind that doing that will wipe all settings
