Thanks for all the help! I rechecked Xenoblade and it's throwing some incorrect values at x8 IR. The problem is that the value I have to send for it to correctly scale to a 20x16 pixel image is 2.5 and 2 (x8 IR) and the fraction messes it up. I thought torches looked better with the x8 code, but I guess not. The x4 code isn't good enough for some of the bloom at x8 IR. Hmmm, maybe the x4 code with x8 offsets?
