The i3 HD 4600 can reach between 2-3x IR depending on the games in Dolphin. The only time she will hit lag is on more demanding games, like The Last Story and maybe Metroid games (I think they've gotten better at them), but that's a CPU bottleneck, not GPU.

An overclocked G3258 will always be better because games will hit a CPU bottleneck before they hit a GPU bottleneck (unless you have an old/shitty GPU, which you won't)
Off the top of my head, I don't remember how much better the GT 740 is versus the HD 4600, but it is better by a bit.
