I got my Steam Controller working with Dolphin and it is a dream! It's been really fun swinging my Steam Controller in Wii Sports golf. I got it working using this software https://github.com/FrogTheFrog/steam-gyro-for-cemuhook (as advised in the Dolphin wiki)

There's just a few wishful things that I would like to have sorted it, it's working otherwise perfectly:

1) Left haptic pad can only be used as a D-Pad, only registers hard Up, Down, Left, Right inputs

I'd really like to have the ability to fully map it as a joystick input like I can with the right haptic pad. The steam-gyro-for-cemuhook software shows that the left pad works in the output, I think Dolphin just needs an update/tweak of some kind to show it in the wiimote button configs

2) Back paddles aren't doing anything

The back paddles can't be bound in Dolphin. Again, The steam-gyro-for-cemuhook software shows that the left pad works in the output, I think Dolphin just needs an update/tweak of some kind to show it in the wiimote button configs.

3) I can't get rumble to work

I don't think the Steam Controller has traditional rumble motors, but surely the haptic feedback could be used as a pseudo rumble replacement.

4) Steam Controller speaker support?

This one is entirely wishful thinking, have no idea if it would be possible or not, but the Steam Controller beeps, maybe its speaker could be used for the few Wii games that play sounds in the wii-mote. (like Link swinging his sword in Twilight Princess)

Any input on any of this would be nice. I want to go as far as to say that I think the Steam Controller is one of the best ways to place Wii games. I think it's very intuitive in Super Mario Galaxy 2 to point with the controller. I don't know if much of this is a Dolphin problem or The steam-gyro-for-cemuhook problem, so my apologies for insinuating that Dolphin may be at fault.
