Not listed in your shots, but set frame limit to auto or off and disable audio throttle. Other than that, your settings look good. The only thing you can do is overclock that CPU a bit to get more processing power.
Asus Laptop: K53TA
OS: Windows 7 Home Premium, 64-Bit - SP1
CPU: AMD Llano A6-3400M, Quad-Core, 1.4GHz-2.6GHz (Overclocked)
GPU: AMD Radeon HD6650M, 1GB GDDR3 (Catalyst 13.1)
RAM: Samsung 4GB DDR3-1333

I would uncheck Fast Mipmaps and Disable Per-Pixel Depth since I was told they're not needed.

Also anti-aliasing and anisotropic filtering could bog down the performance.
Even with my rig I don't use any of those, it's set to none and 1x and the game looks good anyway.

You both have good enough video cards where those options shouldn't be an issue, not to mention the game could be looking better and there is no reason to not use 3x IR at least. You won't lose any frames by doing this with that hardware.

Oh OK, I could almost have swear that I have had smaller speed dips with these things on but maybe it was just in my head.

Anyway just one question, I noticed that Cache Display Lists is checked.
I don't have that checked, what good could that possibly do?

It's probably not worth using, but has nothing to do with his slow-down issue so it didn't matter.

Ah OK, well the configuration looks pretty normal to me then.
Guess we'll just have to wait and see what he gained from setting Framelimit to Auto and Disable Audio Throttle.
