Make sure your windows power profile is in high performance and plugged in.
delete the config folder in Documents/Dolphin Emulator/config to reset all settings back to default and keep your saves.
Change the graphics backend in Graphics > General to Direct3D 11, 12, or Vulkan. AMD is slow on OpenGL which we default on. If you can select the GPU, set it to your AMD GPU.
Set ubershaders in Graphics > General to asynchronous.
Don't change any other graphics settings. Set up your controls and try the games again. Knowing which games helps too. Some games are more demanding than others.
