For basic usage, which only opens and runs your game with Dolphin, you'll have to give up three parameters.
The first parameter is the path to the Dolphin exe.
The second parameter is /e, which indicates that Dolphin should load a file. (ISO, WAD, DOL, ELF, GCM supported)
The last parameter is the path to the game you want to play.

So it should look something like this:
"D:\Emulation\GC & Wii\Emulator\Dolphin 3.0\Dolphin.exe" /e "D:\Emulation\GC & Wii\ISOs\The Last Story.iso"
