Upgrading to a i5-4690k would be best for you. Otherwise buy a i5-4460 or a i3-4130

UPDATE: as a feedback, somebody gave me a nvidia 9600gt (yes, i know, is ancient, a gift well received thou), and now the performance is good, at 100%. So, the core 2 duo e8400 @ 3.0ghz wasnt bottlenecking.

Well that's nice to hear. That (GPU)wasn't half bad in it's day, at least you will find a good use for it. Big Grin
But not every game is easily emulated, remember this emulator replicates a Wii and a Gamecube so that is quite a large library of games.
Some games simply require lots of fire-power so recommendations are best given in light of this.
