Can someone help me?

I have :intel i3 3227u 1.9ghz
           intel hd 4000
           4gb ram

 So can i play inazuma eleven strikers (IES)?

Also please tell me which settings i should use for dolphin

You can play it, but you probably won't be able to play it at full speed constantly. It's not a mater of what settings you have, your hardware is fairly weak for Dolphin. The best thing you can do is use the latest Dolphin revisions here -> https://dolphin-emu.org/download/ Additionally, try to keep your Internal Resolution at 1x or 2x at the most if you want to avoid causing a GPU bottleneck. I forget how much an Intel HD 4000 can take in Dolphin, but see how it performs at lower levels first.

Just slightly better than a HD3000, so 1x on most games, there wasn't really any major improvements until the Iris Pro series.
