So are you saying some games will actually not improve at all even with something like a GTX 660 in there?

No , Intel GMA X4500 is horrible , really horrible . Pretty much any graphic card can kill it
My current laptop has Intel HD which is somewhat similar to GMA X4500 (if not faster)
SC2 is not playable at lowest setting (Average : 24~25FPS) compared to Nvidia GT 540M (40 FPS on high setting + AA ; 200FPS+ on lowest setting ). Nvidia GT 540M is somewhat similar to GT 440

The graphics card will give you a much bigger bump in far more games than the APU will. There are a few games that will suffer on the cpu side from his current cpu but there are far more that will suffer on the GPU side from using an APU. And most of the cpu heavy PC games would run like shit on either system since they also need a strong GPU.

CPU bottlenecks in all but a few modern PC games are grossly exaggerated by the PC gaming community as part of an ongoing pissing war over who has the better hardware. I would much rather see him upgrade the GPU and PSU now. And the mobo, cpu, and cooler later on down the line.

Would a present day psu (corsair 600w) be compatible with the older cpu?

My two cents is to get a GTX 750 or maybe a Ti. Great graphics, latest features, and possibly avoid the PSU upgrade since 300w is the min spec and it is powered entirely by the PCI-E slot. Price tag somewhere between $120 and $160 depending on which model you select.

Yes. Electricity doesn't know about or care what hardware you're using. 12v is 12v.

I agree with rokclimbs advise. If it doesn't work then you can buy the PSU. Make sure to stress test it before you do to be sure though.
