Hello I'd like to know why SSB melee doesn't run at full frames with a 1100T cpu and a HD 7970 gpu with 8GB of ram any help would be great thank you!

It doesn't look like your GPU's the issue, and as long as you have enough RAM, it doesn't affect Dolphin's performance. Your CPU should be fine too; looking at the Dolphin Wiki page for SSBB, others can get full-speed with similar specs to your machine. You might have to OC a bit; AMD's chips are slower with Dolphin than Intel's Sandy Bridge chips. Additionally, it could be something in your Dolphin settings. You might get full-speed, if you change some of your settings to something more optimal. Post your Dolphin settings here, so we can see them. Also, what FPS are you getting anyway? How far away from full-speed are you?

Are you trying to play with more than 2 players at once? The more players you have the more powerful your cpu needs to be.

i have the settings at x2 AA and 2x AF and IR at auto, the Fountain of Dreams lags really bad and most other games i can get 200fps on it doesnt make sense that SSBM runs so slow are there little tweaks i can do to make it run faster?

Whoops, I thought you were talking about Brawl, not Melee. Check out this Dolphin wiki page for notes about playing SSBM. Judging from the specs others have, you should be doing fine (or close to fine anyway).

Still, post all of your settings, e.g. the options you have when you click on the Config and Graphics buttons, and tell us exactly what your FPS is when you play.

the frames are averaging like 50 ish but they drop of to like 13 here and there i want them to stay at 60+ the whole time i'm having a SSBM tourny next weekend with 16 guys!! and i want four players to be able to go at it no problem! Sad
