I was playing Star Fox Adventures and SF Assault, everything running great on DX12 and HLE. I start messing around with trying to get Rogue Squadron 3: Rebel Strike running properly because I hadn't tried it in a while and messed with a couple settings here and there, mainly just trying different audio and graphics backend combos. After not having much luck, I did a google search to see what info I could find about it and decided to turn on the FPS, VPS, and % speed displays. It showed Speed: 50%, Max: 50%, FPS: 30.00, VPS: 30.00. I thought it was peculiar that it said "Max: 50%" and remembered someone had mentioned on a forum to check hotkeys and make sure nothing accidentally got bumped. Had no hotkeys assigned to raise and lower speed and the speed limit was already set to default 100% in the config so that wasn't it. I decided to give up on it because I never could get the Rogue Squadrons to run right and decided to jump back into Star Fox Adventures. Now Star Fox Adventures is running in slow motion, maxed at 50%. I went back and made sure (as well as I could remember) to set Dolphin up the way it was before I messed with Rebel Strike but the issue persisted, until I switched to LLE audio and then the game ran normally. I exited and started the game again and it was at 50% again without touching any of the settings. Baffled, I decided to just do a clean install of Dolphin and wipe the Config folder in Documents - as far as I know, a totally clean slate. With default settings except for setting gfx backend to DX12, internal res to 3x, dual core disabled, and mapping my controller, Dolphin is still maxing out at 50% in these games and others that I know ran fine months ago on the same hardware and these same settings. I even reinstalled the old version of Dolphin I had previously that I know worked - same issues.
I've noticed some laptop users with nvidia hardware have had similar issues while on battery power, so I'm wondering if there's something in the driver software that got triggered or something. I'm on a desktop so it can't be a battery thing, but maybe something nvidia related. My global power setting in nvidia cp is set to high performance. I just installed the latest Nvidia driver from a couple days ago and did a system restart, problem persists. Also, Dolphin is crashing pretty frequently when trying to open games.
