Here's MY small guide to older/budget devices.
1. Use this link: https://dl.dolphin-emu.org/builds/ to get older builds. Most likely you won't have an x64 device, so use builds under 6500. That's what I do.
2. TEST!!! See what works best for you device. Use overclock if your phone doesn't crap out like mine does. Try different revisions until you've got one that gives you the best performance. Also be sure to try different games. Games like SMS and LM work fine, but really complex game like MP and TLOZ are ALWAYS going to give you SLOW FrameRates, and REALLY bad graphical glitches. If you decide to deal with it then they are definitely playable.
3: YOU HAVE TO HAVE A GLES 3 DEVICE!!!
4. It WILL be slow. You WILL have to wait. But you WILL have fun, like sonicadvance1 (RHYME YAY).
5. And most important of all, if your rooted be sure to overclock your GPU and CPU to maximum AND be sure to close all running task before booting Dolphin. Unfortunately I'm unable to because I can't for the LIFE of me find out how to room my ZTE Maven AT&T through the phone (I have no computer...)
6. Tweek with it. Do your best to get the best speed possible. Don't be afraid to change something.
7. HAVE FUN DOING IT!!!
