Most important thing to post is what Video card you have. If it's Intel integrated crap don't plan on using the OpenGL plugin, you'll need to download an older build of the DirectX (DX9) video plugin since DirectX in the newer builds doesn't work..
Check this to see if your video card is compatible with Dolphin and the OpenGL plugin:

If your video card is on the list of cards that Dolphin likes, try updating your video card drivers and/or using a newer revision if you are not using the latest.
