1) Yes, Dolphin bar has it's own Bluetooth module. If the bar is switching off when you turn Bluetooth off, something is wrong with your system. Try another USB port...
2) Simply put Dolphin Bar in mode 1 and connect a wiimote to it (hint: you can get beter results with GlovePIE -- Dolphin Bar mouse emulation is bad)
3) You can't. Dolphin Bar only works with Dolphin and nothing else. If you want to use GlovePIE, ask their authors to implement support (very unlikely they'll do) or just connect the wiimote directly to your computer to use GlovePIE
