Help Dolphin crash with any Game

I try to play some games and the emulator always crash with this error

There is something wrong the the Kernelbase.dll

Did you modify *.dll files?

No but i have recently bought this computer and may some DLLs cant be installed or something
I dont underetand a lot about dlls
I have installed all windows actualitations and direct9 and 11
This is not an usuall problem?
