Radeon 9550 does support Shader 2.0,however,it is still a weak GPU and possibly below min requirements.

OP,your CPU is a bare minimum and not adequate for dolphin.You may run some games at somewhat playable FPS,but most games will run too slowly.

Dolphin currently requires SM 3.0 compliance in order to compile some shaders for the d3d9 backend which his card does not meet. The openGL backend requires support for openGL 2.1 or higher, which his card also does not support.
