i have a samsung galaxy s4 i9500 does it support dolphin emulator??

The only requirements to get it running is Android 4.0 and above. So yes, your device technically supports the Dolphin emulator's Android version. Having said that, the Android version is still a WIP. You can play a number of games, just not very fast. I think your device supports OpenGL ES 3.0 (or maybe just enough of ES 3.0's features) so you should have a look at this thread: https://forums.dolphin-emu.org/Thread-opengl-es-3-guide

There are also numerous videos on youtube about Dolphin on various mobile devices (even Galaxy S4s) so have a look and you'll see what to expect.

The i9500 doesn't support GLES3, so it can't run our OpenGL ES 3 backend. The only device that can right right is the Nexus 10.

Hello;

I am a user of Android phone (Ucall New York -> http://www.ucall.fr/new-york )
4 core, 1.2 GHz (I am French, thank you to excuse my poor level of English)
I recently installed Dolphin Emulator (and other emulators, N64, SNES and Nes) no problem with others.

With Dolphin, however, it is impossible for me to play games, they do not charge the early games, when they agree to charge.

Is this a hardware problem, a software problem? Did I forget to do something? Updates are planned?

That's the i9505 which has already supported GLES3 since its launch.
The i9500 is physically incapable of supporting GLES3
