I have a Very good PC but with only 8GB RAM. and because of that, Some HD Textures pack causes stuttering' even at native resolution without enhancements, because with prefetch option, that can require 10GB RAM. Until I'll upgrade to 16GB Ram, can I convert PNG texture pack to DDS format (Hypatia's Wind Waker HD Textures in this case http://onthegreatsea.tumblr.com/DOWNLOADS), or that requires the creator to do so?

It also has other uses.

Note that the prefetch option will not allow you to use texture packs that are more than half the size of your RAM. You would need at least 20GB RAM to load that texture pack.
