Hey I have an Nvidia 770 GTX and a Intel 4770K CPU. Dolphin runs great even at 4x IR. Now the only problems is on some games running HD texture packs I get a lot of frame drops. Though my CPU never goes over 30% and my GPU load never goes over 89%. I have set all the options with some settings off and on. Even the wiki and the people who make the texture packs even used the options they said to use. I know some games have to use safe texture cache and I made sure that is set. This happens even at 2x IR. Do I need to get a better video card to run HD textures at a solid 60FPS? If so a 970 or a 980? And no I do not want do buy a AMD this is a personal preference and though there is nothing wrong with AMD I just prefer Nvidia.

Dolphin is a dual core application , your cpu has 8 threads , that's why

No , never
You only need to overclock your CPU
4.4GHz is preferable

I have mine overclocked to 4.5 GHz and with a water cooler stays pretty cool. Any other thoughts? And thank you for your help.

My friend have GTX 660 , it can handle 4xIR in any game for sure
If you still have frame drops at 2x then your problem shall not be gpu bottleneck . i7 4770k @ 4.5GHz is pretty damn powerful CPU for Dolphin, it's unbelievable to have any frame drops with that beefy specs
Try Direct3D backend and Vbeam speed hack (right-click the game - properties) or overclock emulated wii

also while you're at it , you should try this custom Dolphin build for speed

It's probably stuttering while generating the shader cache. Try running around the area a bit and then seeing if you still get dips.
