Hiya. it was my understanding that the texture in question was the flat ground 'grass' texture, not the grass that actually sticks out of the ground which i can understand would be better of using mipmaps due to the amount of times that texture would be present on the screen. if im wrong som1 pls let me know since i have not seen this 'blue grass' issue myself. hence why i asked for a save file from the game so i could see for myself and try fixing it.

The blue grass background problem happens with nearly all v2 grass textures when using v2 pack. In Colony 9 all background grass is dark blue but you may not notice it. But in colony 6 the issue is very apparent. I fixed this using v3 grass textures instead and Skyrim as a a base, deleting the ugly skyrim red and green bushes.

Im confused, i downloaded the users pack and it says to extact the SX4P01 folder buttt there is no folder with that name in the zip file, do i just extract the contents of all the independent folders into the texture folder for the game?

So using v2 pack's grass led you to have blue grass, and using v3 pack's grass fixed it? I do believe v2's grass is slightly recolored. I might need a screenshot from you just to dumb it down for me because I don't see the blue color in the link you put up. I did it this way because I felt that people should choose what they want to put in. Extract those images to ".../Dolphin/User/Load/Textures/SX4P01" and don't forget to check "Load Custom Textures".
