Did you check "Enable Textures" in the advanced tab?

When you renamed it with that name changer program, did you type in SXE01 or did you just type in E01?
Did you set accuracy to "fast?"
Are you using DX9?

I renamed them all to SX4E01, I did set the accuracy to fast and I am using DX9

here are examples.

The first one is what the textures look like in my folder:
http://oi50.tinypic.com/2uicf1d.jpg

and heres Xeno in game:
http://oi49.tinypic.com/2vvsu0z.jpg

The reason why I question that the textures are working is because I don't think it looks that good in game.

It's because you're playing a 2x IR. When you play at 3x IR, the textures are stretched over a larger amount of pixels, so the textures won't look that great and require upscaling. That's where this project comes into play, to make it so we don't have to stretch those textures over a larger area, but instead let it be displayed as it should be (I could be wrong about this).

You won't see any effect at 2x IR. Maybe a bit in 2.5x IR, but you'll see the most effect at 3x IR and 4x IR.

Internal Resolution - resolution the emulator outputs the game at.

Yes you installed the textures correctly. The pictures changed.

Do Graphics > Enhancements > Change Internal Resolution.
