The reason is it's a pretty small upgrade for $640.
It's not really a bad configuration, it's just not really cost efficient of an upgrade. New build, sure. But the 4790K was no slouch. I've overclocked mine to 4.7 ghz and can match the Skylake equivalent of it in some, very specific tests.
