Harvest Moon - Animal Parade Gecko Code issue

I've been trying to activate gecko codes on Harvest Moon - Animal Parade, however they do not work.

The confusing thing is that they work if I activate them and then start a new game. For example, I tried using the "unlock all outfits" option before starting a new game, and all the outfits had been unlocked when I started it. But, I tried using the same gecko code on a previous save, and it did not work. I've tried making new saves, but it seems to carry through. I do not have any other games so I have not been able to test this issue with any other games, so I'm not sure if it's just this game. Has anyone else experienced similar issues?

By saves you mean save states or in-game saves (memory card files)?

I meant save states. But, I've also tried the in-game saves. (Meaning: I've also tried loading an in-game save after activating a gecko code to see if it works)
