Hardware Issue

So first my specs..
Windows 7 Ultimate 64-bit
Radeon 6770 HD
Fx-4100 Quad Core 3.6GHz
8 Gigs of Ram
Dolphin 3.0-371

Okay so the issue is i know my shit is pretty high end, i know its not the best but its pretty much high up there. But not only am i having speed issues with Dolphin, but I'm also having issues with pcsx2 0.9.9.

So is there something buggy between my specs and dolphin?
or maybe its my settings?

Incorrect. Your hardware is new, but still bad. Didn't you read any reviews for bulldozer before buying/building the system? Bulldozer is a terrible chip.
