Have you tried removing the cpu overclock just to rule it out?
Completely normal. Inaccuracies in measurement are almost always present at every level.
Clearly the fsb and dram speeds are linked, which is the default behavior on most boards. Most boards have an option to unlink them though. Have you checked for this?

Why not buy a new LGA1366 board instead of buying more LGA775 boards?
I might have an old dual core LGA1156 system (clarkdale i5 6xx) you can use. Not sure if the motherboard still works though as its been years since I turned it on.

Most games just copy all the geometry/texture data they need into vram during level loading and from that point on the system memory and vram don't communicate much. So it's highly unlikely.
If TF2 is the only application showing issues then it's clearly an issue with TF2. What else have you tested?
