5.0GHz all the time , no throttle at all . Seriously , my electric bill...
If CPU-Z fails, try HWMonitor (from the same website). It's the most accurate tool / app for AMD CPUs.
NOTE: AMD Cool'n'Quiet fails to work properly once a CPU reaches a certain frequency.
For example, all AMD Phenom II CPUs (including the original stepping that ran really hot) could overclock beyond 3.8 GHz (Prime95-stable for 48 hours).
But Cool'n'Quiet became half-functional (the lowest 800MHz step failed to work) at 3.6~3.7 GHz and non-functional at 3.8 GHz.
For a truly stable overclock, you must have every feature working properly (including power saving).
Being prime-stable is not enough.
