Where did you find this ? Asrock E3v5 has External Clock Generator , you can't simply remove it by using software or even with Intel Micro-code update
Youtuber @Science Studio stated that you can no longer overclock non-k CPU but this mobo is completely a different story

4K has been deemed to sound better, so everything's being labelled 4K even when it's technically UHD. It's only really an issue if you actually want a genuine 4K display, which is unlikely.

Idk .The Sky OC was removed on 18 Mar 2016 and his tutorial video was made on 24 May 2016 , he bought this mobo to replace his impotent Asus board (non-K OC disabled by Intel micro code)
I still have no idea if this sky OC function has anything to do with External Clock Generator (a chip)
Well , this Xeon + E3V5 is still not a bad deal if you want i7 performance while paying the same amount of money as i5 6600K . In the past , we could pair Xeon 1230v3 (i7 4770 Haswell) with an ultra cheap H81 mobo like any i3/i5/i7 Haswell could . I don't know why Intel would change chipset now

I also read a review of the mobo saying OC'ing was removed in an update, I still may go for the 1230 like you said, it would have both more cache and HT over the i5 6600.

Weird choice getting a 960 instead of a 480, IMO. Theoretically, even for Linux, it should be significantly faster.
