Not really, but depends on what games you´re interested. You´ll want a system using any of the recent Ryzen models if you´re going the AMD route.

This is the CPU and GPU I would pick from the site you linked to.

The ryzen 2200g is able to handle most games from Dolphin

I don't trust the 2GB R7 since it is not listing what it is and everything cheeper then the 1030/730 on their list is more of a display adapter then what I would like to call a graphics card. The 1030 should be enough to enhance the reaolution of most of the games ypu could play on Dolphin to 3x or maybe a little better.

Note that the GPU in the 2200g is probably only ~20% slower than the gt1030 (or even *faster* in some benchmarks if you have fast ram[1]), and both should be sufficient for 3xIR (1080p) - so it may not be worth getting the add in gpu when the integrated one is sufficient.

This recommendation mostly comes from guessing if the OP is interested in GC and Wii emulation they might be interested in other system emulation and not all of those have good DirectX or Vulkan renders (PCSX2 comes immediately to mind) and rely more heavily on OpenGL still and OpenGL has issues on ATI cards. The advantage of a setup like this is the best of both worlds where they OP can fall back and use the solution that is better supported depending on the situation.

You are correct that for Dolphin only the addition of any graphics card is not strictly necessary.

No, I wouldn't pay that price for this machine.

But since you are able to make some changes on this website I would say: Pay the 35euro extra for the Ryzen 2200g and pay the 25euro extra for 2x4GB in Dual-channel instead of the 1x8GB. You will have a MUCH better experience. Also that R7 2GB is the iGPU in that standard build. With the Ryzen also comes the VEGA 8, so you will also have a better iGPU and thus will be able to run at higher IR's as well as PC games in better quality.

(I would also shell out the extra 25euro for the better chipset on the mainboard, so you will be able to overclock that beauty a bit, but that's just me Smile )

Aside from their horrible sales pitch I agree with above that is not a good price for a very low end pc that you can't really even improve later
