Shaders are not complied until they are needed or requested. You cant cache something that hasnt been created yet. The shader also is often one of the last calls as many other things are down before the shader is applied. The game may use a shader for one object for instance. Until that object is being drawn the shader isnt called.

This sums it up beautifully.

Dolphin does cache textures (although to a limited degree since emulation accuracy still has to be preserved) but you can't cache something until it's created. The game has to decode or generate the textures first.

I was concerned about this as a new Dolphin user and now that I have been playing different games it has stopped. Rare occasion now so just play the games and it should resolve itself. I am using a PCI-E SSD that is rated almost 700mbs (near the bus speed of the wii itself !) it it still happened to me with the emu and my retail rips on the ssd.
