Hey there! Been using Dolphin for as long as I can remember at this point. Weird issue I noticed starting today where my games stutter periodically. It's a split second stutter/hard freeze before the game picks back up to normal speed. I've never faced this issue before, regardless of OS, setup, game, whatever... Until today!
I've tried most every option toggle I can within the application, rendering backends, latest dev builds, clearing out my memory card, deleting all Dolphin related files and grabbing fresh copies, reinstalling USB drivers for my GameCube controller adapter, graphics driver reinstall, Windows updates, BIOS reset, running Dolphin and the game off a different drive, different file format for the game... Nothing.

Initially, I thought that this was an issue with the game itself, but found that it was happening in F-Zero, NBA Street Vol 3.... really, anything I was throwing at it.
Settings:
Backend - Vulkan
V-Sync - On
Shader Compilation - Hybrid Ubershaders (have tested with all options, though)
Internal res - 4x Native (have tested with native, other options, no difference)
AA - None
Anisotropic Filtering - 16x (tried 1x, no difference)
and everything else at default.
For the sake of trying, tried without dual-core enabled and still nothing.
Specs:
Windows 11
AMD Ryzen 7 5800X
32GB DDR4 3200MHz RAM
RTX 2080 Founders Edition
Samsung 970 1TB SSD
