I have a GTX680 with 4Gb Vram in the old rig hooked to my TV and I'm getting really bad FPS trying to play The Legend of Zelda: Twilight Princess (Edit: GC version) ..
At first I thought is was a CPU issue seeing as it is an old C2Q Q9550, However with Dolphin (+ normal background stuff) running the CPU never really breaks 75-80%. So I left GPU-Z open and it seems like the GPU is not even going up to its full base clock let alone it's boost clock almost like it's stuck at idle speeds. I tested some other games and it worked normally just Dolphin had this issue. The odd part is when this card was still in my main i7 3770k rig it also boosted fine. Am I missing something in the config maybe?

Settings
D3D 11 (Open GL has no effect on issue)
1080p fullscreen res
no V-Sync
native internal res
no AA of AF
DSP LLE recompiler
Xaudio 2 (again OpenAL no change)

System Spec
Windows 7 x64
Intel Core 2 Quad Q9550 2.8Ghz
8Gb DDR3 1600 Ram
EVGA GTX680 4Gb
EVGA 650w 80 Silver PSU
Games on a PNY 256Gb SSD (With Dram Cache)

Why would you need LLE at this point? Use HLE instead. It has finally reached its glory.

Make sure you have the Zelda TP patch. The game gets more and more demanding as you advance in it.

EDIT: I´m assuming you´re using latest dev build. If you´re not, then do it.

A quad core CPU at 75%+ is 3 cores at 100%. Dolphin uses 2 cores for emulation and 1 for other non main emulation work with the last one left over for the OS to us in background tasks. Run a hardware monitor that allows for you to monitor all 4 cores individually my guess is that 1,2 or maybe 3 of your cores are maxed out. Because of this your GPU is waiting to get more instructions and is fast enough to clear the slower rate of instructions without having to boost up.

Maybe try setting "Prefer Maximum Performance" for power settings in NVidia control panel ?
From France with love.
