The driver supports those things already. Catalyst is the bottleneck. On Linux you can even force stuff that can't be forced through Catalyst with aticonfig for example.

NVIDIA has the best extra features. 3D VISION, NVIDIA STREAMING, NVIDIA SHIELD, SHADOWPLAY, GEFORCE EXPERIENCE. definitly worth the green team, they have way better drivers than amd(last amd card i had was a HD5870 so keep that in mind, definitly won't go back to amd).

AMD has 3D, a hardware encoder, and the "geforce experience", as far as I've seen, is pretty much just a separate program to do things already accessible in the driver.
