As you can see from the title I am really confused which to select.
In terms if power r7 265 wins
in terms if efficiency 750ti is the king
I don't care about efficiency I just want the more powerful one
but I have heard that amd drivers are bad..is it true?
how much difference will I see in dolphin?

AMD CPUs are the bad things, not the GPUs nor the drivers...

And both are pretty good for Dolphin.
Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.

Rig 2: Windows 10 Pro | Intel Core i7-2640M @ 780/2800/3500 MHz | Intel HD 3000 Mobile | 8GB RAM | Dell Latitude 6320.

The drivers are abysmal, DJBarry. It's bearable (and hardly noticeable) in single-GPU configurations without eyefinity in windows, but any other situation, and they're pretty bad.

It depends, the AMD drivers usually work better on Windows than on Linux for example (according to what I read somewhere in the forums).

On a similar note, what about the GTX 750 vs the r7 260x? The 750 can run OpenGL 4.4, which seems like a plus in Dolphin, but it loses in pretty much everything else. Also, how is shadowplay vs afterburner (MSI exclusive?) for recording Dolphin? It seems like GPU based recording would prevent CPU slowdowns in Dolphin, especially for dual cores.

They can both do 4.4, iirc.

OGL 4.4 and DX11.2 are driver-level updates.

AMD has been known to have a few bugs in their drivers that effect Dolphin, but from what I have seen, its mostly in Linux environments.
